November 19, 200718 yr Quest cape is 249 quest points, and as for leveling, get it to 15, and just use oak trees, it is very fast xp, use willows and maple correspondingly when you have the levels. November 19, 200718 yr It's a mini-game reward from the quest that goes by the same name which you can play weekly to earn Xp. Here's the guide in the Knowledge Base, although you might have to temporarily disable Javascript to get to that page from the link.
