This is the clue:

 

Beckon in the digsite near the eastern winch. Bow before you talk to me. Equip a green gnome hat, snakeskin boots, and iron pickaxe.

 

 

 

I use Bow and talk to Doug, the he only say "Well, hello again, congratulations on your finds"

 

 

 

After this i use beckond and nothing happens, he say this same thing...

 

 

 

I'm wearing Green gnome hat, snakeskin boots and iron pickaxe, what is required....

If you do it right, someone should appear, and you bow before you talk to that person.
