Well I use flashmx, but its usually hard to compress the files so id try using something like the animation program you get with paintshop pro.. There the only animating programs I know of :S.. Im sure theres plenty out there for ya, just search the web. :)

I'd say search google for a gif-animator program, I think there's on called that for free on perhaps download.com

 

 

 

 

 

 

 

otherwise maybe the registered version of GraphicsGale can be of help, perhaps the unregistered aswell, but it doesn't support *.gif so I don't know

If you have Adobe Photoshop, Imageready should have come with it and is a good program to animate with. Otherwise, follow what's already been stated.
