I believe it's called a Gnome scarf or something, it's a reward from the cooking Gnome minigame. Last time I checked it's worth around 500k. Just type scarf at the ge, something should pop up.

Yup that is a gnome scarf and it really is expensive....a bit too expensive...Its not really worth it in my opinion but hey, if you like it get it.
