New Accounts...but quick chat won't go away?

My friend started a new account since his old one got hacked, but the quick chat won't go away. I know i saw something about this on some update i was reading, but i forgot where it was. So, i was wondering if someone know what triggers it.

He must have said he was under 13. If you are under 13, you arent allowed to use normal chat, only qc.

Yeap, they changed it. You are only allowed to go onto quick chat only world if you say you are under 13. Just means all the little kiddies will lie about their age even more now :x
