what is the best f2p mage shield? I have anti dragon right now. is this the best f2p?

JAGeX are harsh on F2P mages. The best you can get like you said is the anti-dragonfire shield -.-

That may the best F2P Mage shield, although, Jagex did give F2P'rs a big mage update with FoG. I personally suggest investing in some Combat Robes. You can buy them relatively cheap on the GE, and it is only like 100 tokens to charge for a plus 11 more mage attack then there was before (With a mage amulet, staff, and wizard robes).

Would it be better if i got druid mage armor or combat?

Combat. Druid has the same mage attack, but with no defence and a useless effect.

Ok how much does combat cost at ge?

Last I checked it was around 80-100k for the set.
