July 1, 200818 yr the elemental wizards, although the fire and earth ones might hit hard. If you plan on training mage on these guys, then use the matching element attack and it will splash all the time so you have no need to keep constant watch on the screen. If your planning on using curse to train, the target doesnt have to have good mage def, just wear full plate armour (any will do), green vambs, str/def ammy, fancy boots and water staff and just curse away. Good choices are scorpions, cows, the mage of zamorak in varrock castle, etc.
