24 Mill, yet you dont want barrows. I gues you should get bandos tassets, fighter torso, fury, whip, obby shield, dragon boots, zerker ring and black mask.

You have 70 defence right? Don't see why you can't use barrows, they're easily the cheapest of the good armors. But anyway you can use Bandos instead I guess.
