Pretty sure the fastest is buy the hide (or leather) of the highest dragonhide armor you can make, then just make them en masse. Green d'hide body is what you'd want.

Ye just craft tanned cowhides into body armour. I think the highest body armour you can craft is green hide not sure...

If you're not interested in cost, I'd say buy diamonds and make diamond jewelry. If really do care about cost to an extent, I suggest either silver items or blue dhide.
