After the quest guide for dream mentor, the tips tricks and notes section says:

 

 

 

"If you have lost your Seal of passage you can get a new one from Brundt the Chieftain in Rellekka. However, once you meet 'Bird's-eye Jack' in this quest, he will allow you to bank without a seal!"

 

 

 

This is not true; it will not let you bank without a seal until you finish this quest.

You can bank ONLY at bird's eye jack without a seal. the other two bankers will hate you :) this was established when the quest was released.

I meant that even once you have met birds eye jack during the quest you still need a seal until you finish the quest to bank with him.

cowassassin is correct. Pokemama, read more carefully - he is talking specifically about Jack, not the other two bankers.
