I don't think so. But it's not recommended to fish sharks at 76 fishing anyway. To damn slow. :(

The +4 is an invisible bonus which I believe means it doesn't add to your level to fish higher leveled fish. Therefore your answer is, NO you need 76 to fish sharks.

It won't let you do new stuff but it allows you to do what you're doing at a +4 level. So if you fished sharks at 76 with a granite lobster it would be as if you were 80.
