Depends what you mean by a gif. A gif can be an image that moves or an image with no background.

Some sort of animator program you are going to need. Adobe Fireworks? Macromedia Flash? IMO those ar the two best animators I have seen.

Macromedia was bought up by Adobe a few years back, so now it's Adobe Flash :P
