You can barely even see enough of his eyes for it to make a difference. Anyway, you could easily do this in MS Paint. Just zoom in some and follow the progression of the shades and just do it with blue. It will look very natural.

bump- still looking for someone to do this for me, i tried and failed :P

Thats because it would look stupid, you cant see enough of the eyes to even see what colour they are now.

See how unnatural it looks? I tried assing a light sparkle in each eye but it still looks very odd.
