As confirmed by JAGeX, Ring's Of Wealth do not affect your chances of getting a clue scroll.

My relaxation method involves a bottle of lotion, beautiful women, and partial nudity. Yes I get massages.

It affects neither the rate at which you get Clue Scrolls, nor the items you get from completing one. :(
