Right now, brooms are F2P items, but according to the Knowledge Base, the quest will becoming Members Only in 2 weeks, but does that mean that the broom will also become a P2P only item?(meaning that, like a skillcape, the item cannot be equipped/unequipped?)

the quest will become p2p but u can still wield it in f2p, it will be decoration for f2p anyways since u cant enchant it or get mage xp from it

I don't believe there's any precedent, but clearly it wouldn't be fair for the f2p players who did the quest if their reward turned into a worthless member's item. So I assume it will remain f2p.

Now that I think about it that may be the new "Million Dollar Question". I would assume if you destroy it, you will be able to retrieve it from Diango, although it says Maggie.

She says herself that she'll be moving on in a couple of weeks . . . I assume that means she'll be leaving Runescape as the holiday event ends.

Swept Away can be started by talking to Maggie, who is located south of Falador and east of the Crafting Guild. The quest will be available to all players for two weeks; after this time, it will only be available to members. The Hallowe'en decorations and trick-or-treating will only be available during the same holiday period. Any treats remaining in your bank or inventory after this time will disappear after Hallowe'en.

 

Notice the quest will still be available to members after the Halloween season, indicating that Maggie will not be going anywhere anytime soon.

She might be gong to a members-only area, since all new holiday events are held in the area she is currently in.

She also might only appear on member's worlds, similar to the sorceress's apprentice in Al Kharid.
