What do you mean? You just type in your nickname, and channel you want to talk in, join it, and then just talk in it like a chat room.

Nope, and there are different channels for different things (clan channels, penguin hunting, stardust, etc).

Depends on what you're after. Riods2525 and w60 Pengies are penguin hunting chats, for example. "Forsakenmage" is the tip.it forum chat.
