You cant recharge them. They work like this:

 

 

 

You do the amount of bars, i dont remember then numbers now. But when you used all charges they cramble to dust.

 

Then you just need to make/buy a new one.

Charges are bound to the character, not the ring. If you used 139 charges of a ring and sold/dropped it, the next time you get a ring, it'll still only have 1 charge left.
