February 17, 200917 yr Making tools does not require a certain level in the skill that the tool is for. Tools require skills like smithing, crafting and fletching. February 17, 200917 yr You need crafting to make harpoons. Just ask players, most of the time theres always one nice person willing to give you there harpoon when they run back to the kiln. O.O
February 17, 200917 yr For level 4 harpoon you would need 60 crafting and for level 5 harpoon it would be 80 crafting.

February 17, 200917 yr You may be able to fish the materials, but you might need a higher crafting level. Best Drops: 1 d skirt, 1 whip in party room, 1 robin hood hat (lvl 3 clue), 1 sara bracer (lvl 3 clue), 2 zamorak pages (page 1 and 3), 1 guthix page (page 3)
