It often has something to do with the blocked task, and/or the slayer monster used. Try doing 15 chaeldar tasks, 15 duradel, 15 sumona tasks. Otherwise, just keep trying. Took me a while, albeit not so long. I still have not gotten a dagganoth task for example in over 88 tasks done, and about 10-20 canceled tasks.
