And I think for you to be able to get to speak to him about the subject, you need to have done dragon slayer. Because I do think you need the convo. If not, I'd like to see where that comes from. So I gave it a try anyway. I was basically desperate. They are just very very very rare. (Iron dragons are like around 1/5000.) You don't need to finish the quest or talk to Oziach. Visage is just extremely rare. The myth that you have to finish the quest or talk to him is conjured up by people who were annoyed that it's so rare, and it spread.
