April 12, 200917 yr I got a task to kill 64 black dragons, and i really dont want to skip it. So i got some questions 1st - Who do you have to talk to to allow draconic visages to be dropped 2nd - Would i be able to kill black dragons efficiently with my stats?

Don't need to, its just a rumor, you talk to the guy in Edgeville who sells rune plates if your unsure with yourself. 2. Your range is good enough, or you could go the easy path and kill baby blacks.
