That's just the forum software Forum.Tip.It runs on (you can check it out here). The main site (tip.it/runescape) was styled/coded by scratch and I'm pretty sure Tip.It is run on dedicated servers. This is is the wrong forum, but I can answer your questions to some degree. I don't know what provider tip.it uses, but any provider that offers MySql, phpmyadmin and email accounts would be sufficient to run a forum. This forum is a bit more complicated than most, it used the open source phpbb forum software. You can find more information on it here. If you are looking for basic forum hosting you could try something like http://www.invisionfree.com/. The forum and site run on seperate dedicated servers, the forum runs phpBB with a few public and also custom modifications. And, as has been said, the site was styled/coded from scratch.
