In fact I think that's illegal everywhere in the US. You made the note that the bear looked pretty small, and as i said there wasn't much stuff they could eat. I won't claim to be some great bringer of mercy, but hunting also keeps population in check, keeping a lot of animals from starving to death and having far more painful deaths. Most people don't like to see animals in pain, that isn't the sport, if possible you kill the animal quickly. Some people won't even take a shot if they don't have a good one, like I said, it isn't about seeing an animal in pain.
