Always.Rule 2: Warnings must be clearly posted before can be used.Rule 3: can only be used in the second 10 posts of a page, so we aren't confused when opening a new page.Rule 4: can't be quoted except for testing purposes.Rule 5: can't be quoted onto a new page, for testing purposes or not.
