I think it is 16.8. I saw a guide on youtube of a guy (Horcrux Rab) or something and he came down to 16.8 Per 13 if i remember correctly.

He's my friend, and eventually he came to 16.88 as the average, but it will differ, but only by a few hundredths.

 

As long as it's in the region of 16.9 or 16.8 or even 17, it will be pretty accurate.
