i'd suggest waterfall.

 

best armour + regen brace + 2x hp restore you'll last ages there probably do a whole task.

I prefer the CT as its extremely quick to get to, however it is multicombat (you can make them go 1 on 1 if you use the corners, but its ideal with high summoning).

Its also normally less busy.

I agree with Joe. Chaos Tunnels are the best place to do them however having only 30 Summoning means you're probably going to be stuck using the Waterfall Dungeon since without a Bunyip/Unicorn or Combat Familiar you will most likely have to do several trips to complete the task. The Waterfall dungeon is a good place providing you go there during a quiet time of day on RS, if not you'll be competing normally with 2 or 3 other people which can make your task super slow.

I'd suggest CT. Its easy to get to, can bank at Edge and take a few bones-to-peaces tablets and you can stay there as long as you need.
