I was checkign around Tip.it and Runescape.com, but I can't find any confirmation that he wasnt jsut imageining it or mistakeing it for the lending system. Anyway its been implemented since Nov 2007 and has been ever since, so yes your friend is imagining things and probably mistook it for the loaning system.
