Yes. Of all the effigies, only one out of the two skills can be assisted. Try the Assist Clan cc. You might want to read up on their rules on the RSOF first though if you can find it.

Yup effigies always give one assistable and one unassistible skill

Your best bet is w117 (Daemonheim), or any busy world at the GE, or w71 at the ZMI altar (especially for rc effigies of course). You can also use an assist clan.
