I think this guide ( http://www.tip.it/runescape/index.php?rs2quest_id=32 ) is made before GE came out. It doesn't mention the quickest way to obtain the goblin mails, buy the dyes from the GE and use it on the mails.

I've tried once or twice to buy them for quests with no luck and ended up going to lleyta to get them, but since its a f2p quest it is right to ignore lleyta store and go to Aggie.

It depends on a great deal of luck. I've had days where I could buy some instantly and others where offers were up for a day or more without buying any.

It is true that dyes buy. They don't always immediately, but they do nevertheless.

 

I changed the quest's guide a bit to also mention the Grand Exchange as a possible source of dyes and credited you, Wisse.
