I was wondering if it's possible to obtain Robes of Elidiness without having the requirements to complete the quest and if it's possible to obtain a Bear Head without having beaten Fremenik Trials. This obviously doesn't apply to me, as I have a quest cape, but I'm asking for a buddy of mine who wants to know. Thanks in advance.

Fremmy Trials isn't required for Mountain Daughter, so yes you can get the bear head without it.

 

You need 33 magic for the robes - have to telegrab a key - but not sure if the other reqs are needed just for the robes.

This is correct. 33 magic(Or maybe a bit lower, if you're boosting) is all that's required to get the robes. As far as i know, there's no crafting requirement to fix them.
