When making potions tough, the speed goes to 21 seconds per load of 14, resulting on a number around 2k potions per hour. Seeing that you can pretty much finish 30k unfinished pots a day if you hard work, there would be no reason to buy unfinished potions, unless you are desesperate to get the desired lvl.
