Even if you don't get to extremes, it will help a lot. But really even if you kill green dragons with three items you could have 25m or so to spend on herblore even if you don't play too much each day. After that just train combat however you want or whatever skill you hate most. Don't train dungoneering, the tokens aren't doubled and even if they were it would be a waste at your level.
