Checked this out myself and it really does seem there's no way in :(

I guess your only option is to submit a bug report and hope it gets fixed with next weeks update, the problem will have arisen from the moving around and new graphics of the swamp

I'd just like you to know that we've seen this, and honestly I am as confused as you are.

Leaving this thread open for now in case someone else come across this problem, happens to find a solution, or notices Jagex fixed it and is able to confirm the actual location.

Jagex has fixed this, in the patch notes it states:

Some bushes in the southern part of Mort Myre has been trimmed back to allow players to access the destination of their elite treasure trail.
