How many fishermen are there on the fishing platform? Count them 11

 

I've finished the quests in this area, I'm not sure after what quest this answer changed, but right now it's 0 fishermen for me instead of 11

I think I saw an other topic about this saying the same, if it is not the case I saw it somewhere else and can confirm this because the person had screenshots of it.

I can confirm this. After the quest "Salt in the Wound", the count is 0 in stead of 11
