Ok, The quest guide for The Underground Pass needs to be edited to require a tinderbox.

A tinderbox isn't currently a requirement because a dwarf named Klank is supposed to give you one during the quest. HE DOESN'T! If you don't bring one with you, you have to go all the way back to a bank! This is a VERY INCONVENIENT place to need to get to a bank.

Do you have one on your tool belt? As that could be interfering and as such is probably a "bug" from Jagex's end that tool belt does not work with w/e you light during that quest.

I didn't have one with me at all, but i have one on my toolbelt now. facepalm lol

I did it a few days before the toolbelt came out and it worked fine, he gave me a tinderbox.

I suggest somebody who experienced this file a bug report.
