Does anybody recall what year and what month 200mil Max xp for skills came in ?

 

I do not remember.

It has always existed, at least as long as RS2 has. in RSC who knows since no-one ever got far enough to find a limit (to my knowledge)

There is in fact no max, it is all a great conspiracy among the top players so they don't have to spend 22 hours every day cooking rocktails and mixing wines.
