November 5, 201411 yr As the medallion is a reward given at the very end of the quest, I don't think so. You might be able to boost a few of those levels to start the quest, but that's about it. November 5, 201411 yr Not speaking from experience for this certain quest, but most of the newer quests enforce the hard requirements for them. November 5, 201411 yr ^I don't think this quest did enforce the hard requirements yet. So to boost the skills might work. November 5, 201411 yr Given that all of the level reqs for this quest can't be boosted, it seems unlikely that you'll be able to start the quest while lacking any of them. In real life MMO you don't get 99 smithing by making endless bronze daggers.
