As stated above power armor options will be your best choice, otherwise if you've progressed in the Recipe for Disaster quest you can get metal themed gloves from the chest in lummy basement that scale up with how far you've progressed and theyre pretty good too. You're better off duel-wielding than using a shield in most situations, but if you must have a shield, maybe dragon kiteshield?
