Party hats may be going up since the massacre as PHats are decreasing from people losing them from dieing and the opposing player getting banned afterward. But I mostly would pick out the one that would best suit an outfit. Such as the Red P'Hat and Mask for Full Drg. But masks seem to be dropping. So I honestly don't know. I'd say "Red Party Hat + Red Mask" but I wouldn't buy at all, it's waste of bank space and real waste of money. I'd suggest you to go for better armour instead.
