June 28, 200620 yr Keldagrim weapon shop just south of the bank sells Black Kiteshields, but they're almost always sold out. There's also an armour shop run by a Dwarf at the Blast Furnace Minigame. This one sells Mithril through Runite (including shields), but it's stocked by player smiths so it tends to be a bit empty as well. Beyond that and the Falador shield shop I don't think there is much in the way of shields sold by NPCs EDIT: The TzHaar weapon shop sells Obsidian Shields for TokKul.

See Tip.It's Construction 101 guide under Herald for info about this. it's a lot easier to get over yourself when you look at intelligence the same way you look at beauty, or height, or eye color: being smart is easy, but being good is hard ... being smart is handed to you, being good is handed to *nobody*.
