Can someone go to Patchy and use a crab claw with him, he supposedly makes a pirate hook out of it, and i can't get there. SOOOO, can someone test this for me?

He does, but for some reason he doesn't sew the New Pirates w/ an eyepatch.... Another wasted feature from Jagex.

What does it look like? What des it do?

Pretty nifty find, but if your going for the Davey Jones look from Pirates of the Caribbean 2. Then you'd want to just wear the crab claw by itself. I find it kind of nifty they release a Pirate themed update the same week as an awesome Pirate movie comes out.
