July 28, 200619 yr hobogoblins and pirates drop them, also check in bestiary for other monsters that drop them.; or you can buy them from people.
July 28, 200619 yr Hobgoblins and pirates....last 2 guys i'd ever expect to drop laws. Real mosnters that drop laws: Anokus(security of stronghold lv 75+) And Dark wizards(dolomen south of varrock lv 7,20)
July 28, 200619 yr Ask Joltia about world 66 free laws co.... It's the location of 66 and entrana in a way. Go to world 66. Bank all but 1 item in your inventory and get 27 pure ess. Trade the ess to the crafters that say open etc near the altar ruins. Then you get 27 laws plus 27 pure ess. Repeat till desired amount of runes. It can take a while to though. Kill monsters. Craft yourself.

July 28, 200619 yr If you're F2P (and fairly low level), I'd suggest the Dark Mages in the stone circle just south of varrock. They drops loads of runes and these often include Laws. Just keep tring to accumulate them.
July 28, 200619 yr get 66 runecrafting or buy them from other players 54. For f2p, the only real way to get them is buy them from other players, or as chavster said from monster drops. For some reason, I'm assuming you're f2p.
