It's a members only object that can be bought from the General Store near the Tai Bwo Wannai Trio village. It has no real use either then it's used in a few quests. Ummm it's not p2p only, because i remember pking with friends when i was noobish (like level 70) and then picking up charcoal in wilderness (f2p pking). And yes don't pay much at all for the charcoal, sometimes scammers use it to lower levels who don't know what it is.
