Barrows works fine if you got the money, full torag's with whip and obby shield rocks.

How much is full torags and isit the best defense bonus?

the best defensive bonus (although i cant give you the numbers) would be

 

torags (no hammers), d long, full crystal shield, rune boots, dark gloves, fury amulet and a fire cape
