For one thing, bars sell for much more than ores. And smelting is a part of the smithing skill so how would it make sense that you don't have the level to smithe it but you can smelt it.

gold bars, unfortunately, sell for less than ores.

Mat, that's just because of the amount of people that use them with goldsmithing gaunts for fast exp. Anyway, of course you can't. You still get the smithing exp you'd get from normal smelting, except you get mage exp as well.
