November 26, 200619 yr Some people think it is a front for a large penguin related quest. Also there is an island you can't get to called "here be penguins". Also Andrew probably loves penguins because of his penguin page on his old website. IT is huge.

No its not, the guy was talking about the thing way before the update of that quest. Quest cape obtained at combat level 83, march 07.
