Everytime you pickpocket something, it runs that certain line of code, and I'm pretty sure there's nothing regarding wait time. If so, then why wouldn't you succeed everytime on the very first pickpocket, seeing as you hadn't done it in a while? And even so, it would be better to take the chance of getting caught. 30 seconds is much to long. In that time period, you could've attempted and succeeded pickpocketing multiple times.
