Can F2P use the willow composite bow? If so, what would it cost to buy one and is it really much better than a normal willow bow?

They're not much better. Though the have a slight range bonus over shorts, the speed doesn't make up for it.

Merchants buy them on the forums of members at 100kea, then go to F2p and sell for 350-400kea.
