As for the dragon, I would either mage or melee him. Ranging him is a big no-no because without the anti-dragon shield you'll be dead very soon.

well im dirt poor and i probably cant afford the lobbys

You should be fine if you mage him and bring at least an inventory of tuna or lobster. If you melee him, just bring an inventory of tuna/lobster and use a minimum of addy weapons/armor.

24 lobbies, 1 strenght potion, 1 law, 1 fire rune, and 3 air runes are better. I'm assuming you can teleport to varrock and didn't waste 10k buying that map piece off Wormbrain. 24 swordies, are of course, even better. Go to Karamja Island, where you fish lobbies, for some cheap deals. In fact, I've seen some people (including me) fork over free cooked swordies. All in the name of powerfishing. And if they aren't cooked, well, find someone yelling "cooked for uncooked!"

And excuse me, I killed the dragon and strenght level 37. Yeah, I did use a strenght pot, and yeah I did melee him. He hit me 4-5's with max 8 until my prayer ran out (Steel Skin), and then 6-7's with max 10. Easily covered by 18 swordies, which is a total 252 HP, which is equal to 21 lobbies or 25 tuna. So yeah, I think his strenght is sufficant.

Try to rise all those skills with 15 or more, and than try to do the quest :)

My friend did it at that level easily. You shouldn't have any problems as long as you remember the anti-dragon breath shield and lobbies.

Silly people using silly steel skin. I just used Protect From Mage and was good to go. On my main of course. I don't believe a lvl 20 could accomplish such a task. :
