To get the glossy effect, just take the eliptical marquee too and select the area on top that would become glossy. Then just make a new layer and in the selection fill it with white ( press "d" let go, press "x" let go, press "alt+backspace" let go.) then change the opactity to 25% or whatever loooks good. I personally dont like this effect, you will find many many tutorials for good effects at my site if you want to take a look at them. the link is in my sig.

As far as the signatures go I'd recomend reading some tutorials. Right now they are filtered over images.
